Limit payment gateways by customer role

These settings are now part of Payment method restrictions at Settings → POM Tweaks → E-Commerce → Cart & checkout.

Use the payment restriction guide to create, combine, pause and verify rules. The former product and role panels are no longer present in the classic interface.
