Add guidance to content editors

Open Settings → POM Tweaks → Content → Editing, enable Editorial notices, and save.

Add notices with a post type, title and safe HTML message. Each notice has its own enable control. Classic editors show guidance after the title; block editors show an Editorial notices panel.
