Disable plugin updates

This control is now part of the modern Updates → Update controls settings. On multisite, open Network Admin → Settings → POM Tweaks; on standalone WordPress, open Settings → POM Tweaks. Multisite policies apply to the whole network and are configured only in Network Admin.
