Check taxonomy translation controls

pom_translate_get_enabled_taxonomies(): array returns configured taxonomies plus the always-enabled set. Categories and post tags are always enabled by default.

The list passes through pom_translate_enabled_taxonomies; the always-enabled defaults pass through pom_translate_always_enabled_taxonomies.

This is a site-level extraction decision. It does not indicate whether a specific term is excluded for a locale or whether name, description, and slug translations exist.

Do not inspect raw option names or assume every public taxonomy is translatable. Use the helper after taxonomies are registered, and vary any cached result by site in multisite.
